You can get one when Nara exits the shower, you can get another with something pointy she gives you and another giving lubly something from Mitiny's room.

same as @RoggerGoodman i don´t find the second rod in the valve closet (i found the first one in Lubly´s room) neither know how to "refill my balls" with the punk girl

Hi! If it is not obvious to find and it is not already in your inventory it could be a bug. Restart the game should fix (should not take you more than 5-10 min to reach where you are if you decide to do so). The refill my balls part comes after the rods.
